Just got my hand on the this lens. It's the Canon TS-E 24mm F3.5 L Tilt & Shift lens.
When you take it out of the box you will see that the Tilt and Shift standards come from the factory oriented 90ยบ out of phase with each other, meaning you can use rise and swing together but not rise and tilt. This orientation is set up wrong for Landscape photographers. You can modify the lens and on the Digital Outback Photo website (link here) it shows how to do this modification.
